New Hampshire Technology Education Association

Constitution

Article I: Name and Affiliation

Section 1:

The name of this Association shall be the New Hampshire Technology Education Association.

Section 2:

This Association may formally recognize other professional associations by designating an affiliation to the same as outlined in the By-Laws.

Article II: Purpose

Section 1:

To encourage and assist the development of Technology Education, vocational, and technical education programs of this state.

Section 2:

To promote the professional growth of members.

Section 3:

To emphasize the importance of Technology Education for all children.

Section 4:

To encourage research and its application in Technology Education activities.

Article III: Membership

Section 1:

Membership is open to any individual or group directly or indirectly involved in or concerned with the purposes and goals of Technology Education.

A. Membership Classification:

Active:

an individual or organization concerned with the promotion and advancement of Technology Education in New Hampshire that completes a membership application including a dues payment.

Professional:

any individual actively teaching and/or in a position of direct supervision of Technology Education curriculum at the elementary, junior/middle, secondary, or college level.

Retired:

any individual who vacates an active position in any area of Technology Education by virtue of age or years of service remaining in less than full time employment and/or attaining the age of 65 years.

Student:

any individual actively enrolled as a full time student in a program for teacher preparation In Technology Education.

Associate:

any individual not directly involved in the daily teaching or supervising of a Technology Education curriculum and who advocates the goals and objectives of Technology Education, and wishes to keep current with and give input to, issues and concerns of Technology Education.

Honorary:

any individual or corporation whose direct support and assistance has provided substantial and measurable assistance in furthering the goals and objectives of Technology Education.

Honorary-Life:

any individual who has consistently and effectively provided support and assistance in furthering the goals and objectives of Technology Education over an extended time period.

Inactive:

any individual whose employment assignment includes teaching and/or supervising a Technology Education curriculum at the elementary, junior/middle, secondary, or college level in the state of New Hampshire and:

a. does not complete a membership form andb. does not contribute the appropriate dues payment

SpeciaI:

any membership classification not herein defined which may recognize end show appreciation for support or assistance toward the goals end objectives of Technology Education.

Section 2:

The membership year shall be September 1 through August 31.

Section 3:

Membership dues shall be outlined In the By-Laws.

Article IV: Officers

Section 1:

Officers of the Association shall be: President, President-elect, Secretary, Treasurer, and immediate Past President.

Section 2:

Only Active-Professional Association members may be officers (Ref. Constitution, Article Ill, Section 1: A., 1. a.)

Section 3:

The term of each office, procedure for election, and Officer duties shall be outlined in the By-Laws.

Article V: Executive Board

Section 1:

The Executive Board shall manage the daily operations of the Association between the Annual Membership Meetings.

Section 2:

The Executive Board shall consist of the five officers of the Association, each Director and the State Advisor of the Technology Student Association.

Section 3:

The current New Hampshire State Department of Education Technology Education Curriculum Supervisor or another State D.O.E. professional may, at the discretion of the Executive Board, serve as an ex-officio member of the Executive Board.

Section 4:

The duties of the Executive Board shall be outlined in the By-Laws

Article VI: Affiliations

Section 1:

This Association may formally recognize other professional associations by designating an affiliation to the same as outlined in the By-Laws.

New Hampshire Technology Education Association

BY-LAWS

Article I: Record of Organization

Section I:

The name, principle office, and purposes of the corporation shall he set forth in the Articles of Association as from time to time amended. (Ref. Chapter 292 of New Hampshire Revised Statutes Annotated as Amended).

Article II: Membership

Section 1: Membership dues shall be as follows

Active:

Professional dues shall be $20.00 per membership year

Retired dues shall be $5.00 per membership year.

Student (Teacher Prep.) dues shall he $5.00 per membership year.

Associate dues shall he $20.00 per membership year.

Honorary, Honorary Life, and Special: each designation shall be determined by the Executive Board. Recommendation may be submitted in writing by an individual or group for review by the membership committee. (Ref. By-Laws, Appendix A, Section 4:).

Article Ill: Officers

Section I:

Eligibility - Active Professional members of the NH-TEA may seek and be included on 5 nomination ballot for any office of the NH-TEA. (Ret. Constitution, Article IV, Section 1:).

Section 2:

Officers shall he elected by active members of the Association at the Annual Meeting of the Association. The term of office shall be August 1 to July 31.

Section 3:

The President-elect shall assume the office of president following his/her term of office. The President shall assume the office of Immediate Past President following his/her term in office.

Section 4: Officer duties.

President

    1. Shall preside at regular and special meetings of the Executive Board and general membership
    2. Shall prepare each regular Executive Board Meeting agenda to include reports of: Secretary, Treasurer, each standing committee and each ad-hoc committee, and will provide
      1. distribution to Executive Board members 14 days before a regular Executive Board meeting, 5 days before a special meeting and distribution to the active membership 14 days before a general membership meeting.
    3. Supervise and direct all policies, programs, and committees of this Association in conjunction with the approval of the Executive Board.
    4. Promote membership in the Affiliations of NH-TEA and maintain active communication with each affiliate.
    5. Keep current on key issues and trends in education at state, regional, national, and international level.
    6. Communicate with committees and individuals responsible for laws, guidelines, and hearing related to Technology Education as time permits.
    7. Monitor the work of the Directors and see that their tasks are completed in a timely manner.
    8. Make appointments to any other office or committee of this Association in conjunction with the approval of the Executive Board.

President-Elect

    1. Assume the duties of the President in his/her absence.
    2. Shall serve as counsel for this Association In all matters concerning the application of its constitution and By-Laws.
    3. Promote membership in the affiliations of NH-TEA and maintain active communication with each affiliate.
    4. Assist in coordinating the daily business of the Association as deemed appropriate.

Secretary

    1. Shall maintain a full and accurate report of the proceedings at all meetings of the Executive Board and the membership. Shall distribute accurate minutes within fourteen (14) working days following any meeting to the Executive Board, Directors and Committee Chairs. Shall write a summary to be published in each edition of INTERFACE.
    2. Prepare such correspondence and fulfill Such duties as directed by the President or Executive Board.
    3. Shall be responsible for all public relations including press releases relating to Association members and activities.

Treasurer

    1. Shall receive all funds of the Association and disburse funds from any account(s) of the Association as approved by the Executive Board or the membership.
    2. Shall present, in writing, an itemized report quarterly to the Executive Board.
    3. Shall present, in writing, a statement of all income and expenses for the year at the annual membership meeting.

Immediate Past President

    1. Shall act as Parliamentarian for all regular and Special meetings of the Executive Board and membership.
    2. Shall advise in coordinating the daily business of the Association as deemed appropriate.

Section 5:

Whenever possible an officer should hold current membership in each affiliate.

Article IV: Directors

Section 1: The Director of Membership shall:

    1. Maintain an up-to-date list of all member, of the Association,
    2. Maintain an accurate and up-to-date list of all life, retired, and honorary members,
    3. Furnish a letter of welcome, a membership card and a copy of the Constitution and By-Laws of this Association,
    4. Furnish a complete list of members to the members of the Executive Board quarterly,
    5. Furnish the INTERFACE staff with a list of members and a list of known Technology Education teachers In this state.
    6. Furnish the annual conference committee with two (2) sets of mailing labels (One set being all known Technology Education teachers In this state, one being the members of this Association).

Article V: Management of the Association

Section I:

The management and control of the daily affairs of the Association shall be vested in and exercised by the Executive Board.

Section 2:

The Executive Board shall meet at such time and place as shall be designated by the President. Special meetings shall be called upon the written request of seven active members of the Association or at the discretion of the President. (Ref. By-Laws, Article III,Section 4: A., 2., a.)

Section 3: Quorum

A quorum at any regular or special meeting of the Executive board shall consist of a majority of the officers then In office and those active members present.

  1. All matters considered at an Executive Board meeting shall be decided by the majority vote cast by those Executive Board members present

A quorum of any regular, annual, or special membership meeting shall be the number of ACTIVE members In attendance.

  1. All matters considered at a meeting shall be decided by the majority vote cast of those active members present unless otherwise stated herein

Section 4:

The Annual Membership Meeting of the Association shall be held in the spring of the membership year at a time and place designated by the President. (Notice sent as outlined in these By-Laws, Article III, Section 4: A., 2., b.)

Article VI: Committees

Section 1: Standing

    1. Shall be made up of active members of the Association.
    2. A chairperson must be an active member of the Association.
    3. The chairperson shall report committee activities to the Executive Board.
    4. The chairperson shall submit a written report for presentation at the Annual Membership Meeting.E. Titles and duties (see By-Laws, Appendix A).

Section 2: Ad Hoc

  1. Shall be made up of active members of the Association.
  2. The President may appoint each chair.
  3. The chair shall report committee activities to the Executive Board.
  4. The chair shall submit a written report for presentation at the Annual Membership Meeting.

Article VII: Affiliations

Section 1:

Shall be organizations or associations that embrace like goals and objectives of the NH-TEA at a state, regional, national, and international level.

Section 2:

Each affiliation shall be reviewed annually by the Executive Board.

Article VIII: Amendments

Section 1:

The Constitution and By-Laws Committee is responsible for the Initiation and review of amendments to this Constitution and By-Laws (Ref. By-Laws, Appendix A).

Section 2:

Amendments shall be proposed in writing to the Executive Board for consideration.

  1. To change or update these documents.
  2. At the Annual Membership Meeting for ratification vote.
    1. All proposed amendments shall be submitted prior to Annual Membership Meeting.
    2. A two-thirds vote of the active members present shall be required to amend this Constitution and By-Laws.

NH-TEA APPENDIX A
1995-1996
STANDING COMMITTEES

Section 1: Constitution and By-Laws

Organized to review and evaluate the NH-TEA government system as outlined in these documents. To propose or accept recommendations to propose changes, In the form of amendments to the present documents as printed. The Immediate Past President shall chair this committee.

Section 2: Legislative Action Committee

    1. Organized to keep current of legislation and hearings which will affect education.
    2. The committee will draft position papers and provide direct Input to state, regional, and national plans and proposals for general, vocational and Technology Education.
    3. The committee will keep the active membership informed of pending legislation, hearing, and committee activities.
    4. Formal documents or position papers shall be approved by the Executive Board before publication or mailing.

Section 3: Membership Committee

Organized to promote membership in this Association and its Affiliates.

The committee will review and make recommendations for Honorary, Honorary-life, and Special membership recognitions. (Ref. Constitution, Article Ill, Section 1: A.1. f., 9., and Section 3)

Section 4: Professional Development

Organized to promote and conduct training workshops to maintain end improve members of this Association.

Section 5: Annual Association Conference (Spring Technology Symposium)

Organized to set date, agenda, site and promote participation in the annual conference.

Section 6: Program of the Year

To solicit and evaluate applications to recognize an outstanding state of the art curriculum exemplifying compliance with current NH Program Standards and Safety Standards. One each at the middle/junior and secondary levels.

Section 7: Teacher of the Year

To solicit and evaluate applications from Technology Education Teacher candidates and to select and recognize one outstanding Technology Education teacher of middle/junlor or secondary level each year.

Section 8: Curriculum

To provide guidance, assistance, and direction in designing and implementing, and evaluating Technology Education programs in accordance with NH Technology Education Program Standards and Safety Standards.

Section 9: NEATT-NH Conference

To provide assistance and support to the Affiliate In organizing and hosting a NH conference site once every six years.
